MATRIX/NEO AU/EU Background Job Issue

On MATRIX/NEO AU and EU clusters we experienced an issue with our background jobs processing system. This delayed some reports, email delivery, and other long-running tasks for a period of about 2 hours. The issue is now resolved and our background jobs system is quickly finishing all of the pending requests.
